Hurricane Idalia: US govt to test Wireless Emergency Alerts nationwide on Oct 4

In the wake of Hurricane Idalia, the United States Federal Emergency Management Agency (FEMA) and the Federal Communications Commission (FCC) will be testing a Wireless Emergency Alert system on 4th October. This collaboration is aimed at evaluating the effectiveness of their respective alert systems by sending emergency alerts on communication devices like phones, televisions, and radios.

On 4th October, these agencies will specifically assess the Wireless Emergency Alerts (WEA) for phones and the Emergency Alert System (EAS) for TVs and radios to ensure that these systems can efficiently broadcast critical information during emergencies or disasters.

Testing emergency alert systems in the wake of Idalia

This development is coming in the wake of Hurricane Idalia, the latest natural disaster to hit the country. On Wednesday, Hurricane Idalia came down hard on the state of Florida with howling winds, torrential rains and pounding surf. The Category 3 hurricane would later head towards Georgia where it kept residents indoors as it flooded their streets. At least 3 people have died in the wake of the hurricane.

The FEMA has announced that on Wednesday, October 4th, at approximately 2:20 p.m. ET/11:20 a.m. PT, cell towers will broadcast the emergency alert for 30 minutes. If your phone is within range of a cell tower, you’ll receive a message that reads: “THIS IS A TEST of the National Wireless Emergency Alert System. No action is needed.”

The language of the emergency alerts on phones will be either English or Spanish, depending on your phone’s set language. These phone alerts will also include a unique tone and vibration to ensure accessibility.

For TVs and radios, the alert will last for 1 minute and will state: “This is a nationwide test of the Emergency Alert System, issued by the Federal Emergency Management Agency, covering the United States from 14:20 to 14:50 hours ET. This is only a test. No action is required by the public.”

In the event of severe weather or another significant event on October 4th, the test will be postponed until October 11th.

Other duties the Agency does include:

  • Issuing State Preparedness Reports that assess the extent to which states are meeting their capability targets for the NCR core capability.
  • Providing geospatial information through the development or adaptation of applications like FEMA GeoPlatform.
  • Supplying a Mitigation Advisor to the Federal Disaster Recovery Coordinator to identify threats and hazards and assist state and local decision-makers in choosing long-term recovery solutions.
  • Deploying a Mitigation Assessment Team, subject to meeting specific criteria, composed of building science experts drawn from the resources of local, state, tribal, territorial, and insular area governments, as well as private sector partners.
  • Managing a Lessons Learned Information Sharing system, now integrated with the Naval Postgraduate School’s Homeland Security Digital Library (http://HDSL.org). This serves as a knowledge repository for emergency management partners and stakeholders to share and learn from experiences and best practices related to all 31 core capabilities and threat/hazard-specific information.
  • Coordinating, where necessary, the review of FEMA Public Assistance projects and their environmental and historic preservation aspects, particularly those that may have direct or indirect impacts on other federally-funded projects.
  • Facilitating the creation of environmental and historic preservation data-sharing agreements among various levels of government and non-governmental entities through a Data Sharing Agreement Content Guide available on the Unified Federal Review website.
